5 lakh education loan for ST students: Deo

Chamarajanagar, February 11 2012, DHNS:
‘Take tribals into confidence prior to Project Tiger implementation’
Union tribal and panchayat raj minister V Kishorechandra Deo said more funds would be earmarked for the welfare of Scheduled Castes and Tribes in the Union budget to be presented on March 16.

Speaking after performing ground breaking ceremony for construction of Ekalavya model residential school built at a cost of Rs 12 crore at Ramanagudda near Mangala in Kollegal taluk on Saturday, he said loans up to Rs five lakh would be advanced at an interest rate of six per cent for ST students pursuing post-graduation.

They need not produce any guarantee and loans would be disbursed based on the annual income mentioned in the ration cards.

Loan will be provided under the National Scheduled Tribe Development Commission and it can be repaid within 20 years after securing job after completion of the course, he added.

He appealed to the legislators for judicial implementation of Forest Rights Act in their respective constituencies and to provide opportunities for tribal people to collect and sell forest products.

Though tribals have been living in forest for centuries, they do not cause damage to the forest resources. It is only the greedy urbanites who are looting natural resources, he criticised.

Commenting on the Tiger Project, he said tribals and experts should be taken into confidence before implementing the project.

The residential school will provide opportunities for students from 6th to 12th standard and 50 per cent of seats will be reserved for girls, he stated.

CNC welcomes move to set up central varsity

The Codava National Council (CNC), spearheading the movement for creation of an autonomous Kodava homeland for Kodagu, on Sunday, welcomed the proposed move of the State Government to write to the Centre recommending establishment of a Central University to Kodagu.

CNC president N.U. Nachappa said in a statement on Sunday that the credit of the decision should go to the CNC, which had been submitting memorandums to the Centre and the State Government through the Kodagu district administration over the issue for many years now.

Mr. Nachappa quoted a report appearing in a section of the press in Bangalore on November 17 which said that following the proposal made by the CNC for a separate Central University dedicated to the study of Kodava ethnic culture, the Karnataka State Higher Education Council had resolved on November 16 to write to the Centre recommending the establishment of a Kodagu Central University, similar to the one in Gulbarga. However, Minister for Higher Education V.S. Acharya had said it would not deal with Kodava studies only. “We do not want to restrict it to just one subject. We will write to the Centre for a Central University in Kodagu region,” Mr. Nachappa said quoting the report.

He said the CNC was happy to know that the State Government was taking the lead in forwarding the recommendations made by the Deputy Commissioner, Kodagu, based on the several memorandums submitted by CNC, seeking the establishment of Central Kodava University and World Kodavology Study Centre. ‘The CNC is grateful to Mr. Acharya for having considered our legitimate claim with judicious perspective’, he said.

Census

Mr. Nachappa appealed to the Kodagu Deputy Commissioner to direct the caste census enumerators to enlist the Kodava people separately under the columns of the ‘Kodava’ caste, and not as ‘Kodagaru’ or ‘Kodaga’ or ‘Coorgi’ in the census sheets. The census was set to begin in the last week of this month.

Kodava Day

The CNC would be observing the annual ‘Codava National Day’ on November 24 at the Gandhi grounds in Madikeri, Mr. Nachappa said. It would mark the 20th year of the struggle of the CNC. The CNC would reiterate its stand on the creation of an autonomous Kodava homeland.

Karnataka keen on central varsity in Kodagu

Higher Education Minister VS Acharya has said that the state government is keen to set up a central university in the Kodagu region, similar to the one currently in Gulbarga.

At a press conference regarding agendas in higher education on Wednesday, the minister said the state would soon write to the Centre in this regard. Acharya said the Koduva National Council had made a proposal that a university to study ethnicities of the Koduvas be set up. He added that the proposed university should focus on culture, language and other aspects. He said it would be called Karnataka Koduva Central University.

Scholarships
He said the knowledge commission has suggested that the number of scholarships be increased. “The principal secretary will discuss it with the knowledge commission. Right now, only government colleges are providing scholarships, which we want to increase. We are looking for donors for this cause, who will be exempted from paying tax. We will write to the university of social justice and UGC regarding this. We are also looking at a public-private participation model for this,” he said.

The minister hoped this would encourage students to take up college education. The scholarship would come under the Karnataka scholarship scheme. Acharya said that at present, Rs12,000 crore is being spent on education, including on the university, infrastructure creation, expansion etc.

Grading system
Acharya said that a committee of vice-chancellors would decide on equalising international rules. “Coming out with a merit list is difficult since different colleges/ universities follow different grading systems. Hence, for equalising (converting grades into marks and vice-versa) the committee will help,” he added.

With regard to the opening of sectorial universities, Acharya said permission should be sought from ICAR before starting them.

This will be implemented in the coming days, he added. It was also mentioned that regulations must be standardised in the BT-finishing schools. Currently, there are 12 of them in the state.

NCC air wing expansion awaits state nod

MANGALORE:

NCC Directorate, Karnataka and Goa is ready to allot more funds to increase the number of air wing cadets in institutions in the region under Mangalore Group Headquarters (GHQ), but it is yet to get state government’s nod to go ahead with the plans.

Mangalore GHQ can increase the number of cadets from existing 900 to 1,200 if the state education department agrees to bear 25% of the expenses. A proposal in this regard sent by the Mangalore GHQ to the department in June 2011 is still pending in Bangalore.

Only seven institutes in Dakshina Kannada, Udupi and Kodagu, which come under Mangalore GHQ, have NCC Air Wings. St Aloysius High School, Milagres High School and Kittel High School in Mangalore, St Philomena High School in Puttur, Jain PU College in Moodbidri, St Michael’s High School in Madikeri and St Anne’s School in Virajpet are the institutions, which have NCC Air Wing currently. Students in schools, where there is no NCC Air Wing, may join the open admission wing at St Aloysius School, but admission here is restricted to 200.

Meanwhile, NCC Army Wing has separate units for Dakshina Kannada, Udupi and Kodagu districts. The 18 Karnataka Battalion NCC of Dakshina Kannada district has 13 schools and 11 colleges with a total strength of 2,150 cadets.

Mangalore GHQ master warrant officer Suresh Atri told TOI that more students should be given opportunity to join NCC Air Wing. “We have submitted a proposal, but we have not received any communication from the government so far,” he added.

It is a fact that students are motivated towards Indian military through NCC activities in schools. At the same time, Indian Air Force (IAF) too agrees a fact that they find it very difficult to attract youth from South India towards the force. IAF has already launched massive campaigns in South India to create awareness and to attract young to choose airmen’s job.

Hard Work Pays

Go green: Amidst nature
Special Arrangement/   Go green: Amidst nature

A comprehensive report on all their activities conducted helped them win this accreditation.

It’s another feather in the cap for the prestigious Coorg Public School (COPS) in Gonicoppa in Kodagu as it has won the International School Award (ISA) instituted by the British Council for its all round achievement this year.

Various activities

The school had organised a plethora of activities with a range of subject areas and collaborative work with partner schools overseas. Annual results have remained outstanding since its inception.

Visitors from the U.S.A, UK, and Thailand had come to the school and several interesting interactive sessions with resource persons from India and abroad were held. Return visits by the COPS students to those countries have made them bolder and instilled tremendous amount of confidence in them, Senior Principal of the COPS, M.D. Nanjunda says

Field trips and nature camps were organised and they had helped students gain experience. Exchanging information on the minute details of even plants in the gardens showed the keenness of the learners. Fashion show, quiz, skits, debates and awareness campaigns were also a part of those activities.

Reporting work

A dossier compiled by the students involving 11 projects such as Fruit World, Famous Monuments, Freedom Fighters, Costumes, Flowers, Snakes, Birds, Dances of the world, Celebrations of National Festivals, Organic Farming across the world and Coffee, reflected the concept of international education that formed the base on which COPS made the grade.

The British Council had adjudged the dossier as the most comprehensive and well structured documentation of the elaborate work. COPS now had the privilege of using the British Council logo on school literature, website and promotional materials.

Aiming globally

Moreover, it will enable it to create an international environment for students to further strengthen their contacts with schools abroad. This prestigious award will be presented to the school in October. Prof. Nanjunda says the efforts of the staff and students had fetched the award and it was a great accomplishment in pursuit of excellence. “The objective of the school is to empower students with global education,” Prof. Nanjunda adds.

Daisy Karumbaiah

Daisy Karumbaiah

Daisy Karumbaiah graduated with a diploma from her psychotherapy and counselling course recently. So what’s the big deal you ask?

The deal is that Daisy is a 65-year-old who spends her time telling wonderful stories or holidaying with her son and his wife at their home in Coorg. Last year, she decided she wanted to be involved with people, therefore the psychotherapy diploma.

“The others in my batch were young people or doctors and PhD holders,” she says. For Daisy, age doesn’t translate into rolling chairs. There’s lots more to do.

“It’s never too late to learn”
